# §38.32. Small recipient Equal Opportunity Officer obligations.


Although small recipients, as defined in [§ 38.4(hhh)](/cfr/29/38.4.md?p=hhh), do not need to designate EO Officers who have the full range of responsibilities listed in [§ 38.31](/cfr/29/38.31.md), they must designate an individual who will be responsible for adopting and publishing complaint procedures, and processing complaints, as explained in [§§ 38.72 through 38.75](/cfr/29/38.72..38.75.md).
