# §224.200. What is the purpose of this subpart?


The purpose of this part is to establish a process by which an entity may be certified as an Tribal energy development organization (TEDO) that may enter into a lease or business agreement with an Indian Tribe without Secretarial review under [25 U.S.C. 3504(a)(2)](/usc/25/3504.md?p=a-2) or right-of-way with an Indian Tribe without Secretarial review under [25 U.S.C. 3504(b)(2)(B)](/usc/25/3504.md?p=b-2-B) and without a TERA.
