# §4.1. Purpose.


The provisions of this subpart A are authorized under [section 102](/cfr/24/102.md) of the Department of Housing and Urban Development Reform Act of 1989 (Pub. L. 101-235, approved December 15, 1989) ([42 U.S.C. 3537a](/usc/42/3537a.md)) (hereinafter, [Section 102](/cfr/24/102.md)). Both the provisions of [Section 102](/cfr/24/102.md) and this subpart A apply for the purposes of [Section 102](/cfr/24/102.md). [Section 102](/cfr/24/102.md) contains a number of provisions designed to ensure greater accountability and integrity in the way in which the Department makes assistance available under certain of its programs.
