# §1000.308. Who can make modifications to the IHBG formula?


HUD can make modifications in accordance with [§ 1000.304](/cfr/24/1000.304.md) and [§ 1000.306](/cfr/24/1000.306.md) provided that any changes proposed by HUD are published and made available for public comment in accordance with applicable law before their implementation.
