# §1000.218. Who prepares and submits an IHP?


An Indian tribe, or with the authorization of a Indian tribe, in accordance with [section 102(d)](/cfr/24/102.md?p=d) of NAHASDA a TDHE may prepare and submit a plan to HUD.
