# §515.1. Purpose.


The purpose of this part is to:

- (a) Establish the processes that a State transportation department (State DOT) must use to develop its asset management plan, as required under [23 U.S.C. 119(e)(8)](/usc/23/119.md?p=e-8);
- (b) Establish the minimum requirements that apply to the development of an asset management plan;
- (c) Describe the penalties for a State DOT's failure to develop and implement an asset management plan in accordance with [23 U.S.C. 119](/usc/23/119.md) and this part;
- (d) Set forth the minimum standards for a State DOT to use in developing and operating highway bridge and pavement management systems under [23 U.S.C. 150(c)(3)(A)(i)](/usc/23/150.md?p=c-3-A-i).
