# §1215.1. Scope.


This part establishes criteria, in accordance with [23 U.S.C. 153](/usc/23/153.md), as amended, and Section 355 of the National Highway System Designation Act of 1995, for determining compliance with the requirement that States not having safety belt use laws be subject to a transfer of Federal-aid highway apportionments under 23 U.S.C. [104 (b)(1)](/usc/23/104.md?p=b-1), [(b)(2)](/usc/23/104.md?p=b-2), and [(b)(3)](/usc/23/104.md?p=b-3) to the highway safety program apportionment under [23 U.S.C. 402](/usc/23/402.md).
