# §654.11. Purpose of subpart.


This subpart implements the responsibilities of the Secretary of Labor in determining areas of substantial unemployment in accordance with Executive Order 10582 issued pursuant to the Buy American Act, [41 U.S.C. 10a](/usc/41/10a.md) et seq.
