# §603.3. What is the purpose and scope of this subpart?


This subpart implements the basic confidentiality requirement derived from [Section 303(a)(1)](/cfr/20/303.md?p=a-1), SSA, and the disclosure requirements of Sections [303(a)(7)](/cfr/20/303.md?p=a-7), [(c)(1)](/cfr/20/303.md?p=c-1), [(d)](/cfr/20/303.md?p=c-d), [(e)](/cfr/20/303.md?p=c-e), [(h)](/cfr/20/303.md?p=c-h), and [(i)](/cfr/20/303.md?p=c-i), SSA, and [Section 3304(a)(16)](/cfr/20/3304.md?p=a-16), Federal Unemployment Tax Act (FUTA). This subpart also establishes uniform minimum requirements for the payment of costs, safeguards, and data-sharing agreements when UC information is disclosed, and for conformity and substantial compliance with this proposed rule. This subpart applies to States and State UC agencies, as defined in § [603.2(f)](/cfr/20/603.2.md?p=f) and [(g)](/cfr/20/603.2.md?p=g), respectively.
