# §1138.100. Purpose of SUB Article I.


SUB Article I specifies requirements for a recipient to determine whether each transaction it makes at the next tier below a DoD grant or cooperative agreement is a subaward or a procurement transaction. It thereby implements OMB guidance in 2 CFR [200.201(a)](/cfr/2/200.201.md?p=a) and [200.330](/cfr/2/200.330.md).
