# §1132.100. Purpose of PROC Article I.


PROC Article I of the general terms and conditions specifies requirements for a State's procurement of property and services under grants or cooperative agreements. It thereby implements OMB guidance in [2 CFR 200.317](/cfr/2/200.317.md) and partially implements the guidance in 2 CFR [200.205(d)](/cfr/2/200.205.md?p=d) and [200.213](/cfr/2/200.213.md).
