# §740.5. License Exception Syria Peace and Prosperity (SPP)

- (a) **Scope.** License Exception SPP authorizes the export or reexport of all items subject to the EAR designated EAR99 to Syria.
- (b) **Restrictions.** This license exception does not authorize exports or reexports, which otherwise require a license under any [part 744](/cfr/15/part744.md) end-use or end-user control, including under [§ 744.8](/cfr/15/744.8.md) for transactions involving persons designated on OFAC's Specially Designated Nationals and Blocked Persons List with certain identifiers specified under [§ 744.8(a)(1)](/cfr/15/744.8.md?p=a-1), unless authorized by OFAC or exempt.
