# §91.1. Applicability.

- (a) Except as provided in paragraphs [(b)](#b), [(c)](#c), [(e)](#e), and [(f)](#f) of this section and §§ [91.701](/cfr/14/91.701.md) and [91.703](/cfr/14/91.703.md), this part prescribes rules governing the operation of aircraft within the United States, including the waters within 3 nautical miles of the U.S. coast.
- (b) Each person operating an aircraft in the airspace overlying the waters between 3 and 12 nautical miles from the coast of the United States must comply with [§§ 91.1 through 91.21](/cfr/14/91.1..91.21.md); [§§ 91.101 through 91.143](/cfr/14/91.101..91.143.md); [§§ 91.151 through 91.159](/cfr/14/91.151..91.159.md); [§§ 91.167 through 91.193](/cfr/14/91.167..91.193.md); [§ 91.203](/cfr/14/91.203.md); [§ 91.205](/cfr/14/91.205.md); [§§ 91.209 through 91.217](/cfr/14/91.209..91.217.md); [§ 91.221](/cfr/14/91.221.md), [§ 91.225](/cfr/14/91.225.md); [§§ 91.303 through 91.319](/cfr/14/91.303..91.319.md); [§§ 91.323 through 91.327](/cfr/14/91.323..91.327.md); [§ 91.605](/cfr/14/91.605.md); [§ 91.609](/cfr/14/91.609.md); [§§ 91.703 through 91.715](/cfr/14/91.703..91.715.md); and [§ 91.903](/cfr/14/91.903.md).
- (c) This part applies to each person on board an aircraft being operated under this part, unless otherwise specified.
- (d) This part also establishes requirements for operators to take actions to support the continued airworthiness of each aircraft.
- (e) This part does not apply to any aircraft or vehicle governed by [part 103](/cfr/14/part103.md) of this chapter, or subparts [B](/cfr/14/subpartB.md), [C](/cfr/14/subpartC.md), or D of [part 101](/cfr/14/part101.md) of this chapter.
- (f) Except as provided in §§ [107.13](/cfr/14/107.13.md), [107.27](/cfr/14/107.27.md), [107.47](/cfr/14/107.47.md), [107.57](/cfr/14/107.57.md), and [107.59](/cfr/14/107.59.md) of this chapter, this part does not apply to any aircraft governed by [part 107](/cfr/14/part107.md) of this chapter.
- (g) **Additional requirements for powered-lift operations are set forth in part 194 of this chapter.**
