# §291.1. Applicability.


This part applies to cargo operations in interstate air transportation by air carriers certificated under section [41102](/cfr/14/41102.md) or [41103](/cfr/14/41103.md) of 49 U.S.C. Subtitle VII. It also applies to applicants for an all-cargo air transportation certificate under [section 41103](/cfr/14/41103.md) of 49 U.S.C. Subtitle VII.
