# §203.2. Applicability.


This part applies to all direct U.S. and foreign direct air carriers, except for air taxi operators as defined in [part 298](/cfr/14/part298.md) of this chapter that (a) are not commuter air carriers, (b) do not participate in interline agreements, and (c) do not engage in foreign air transportation.
