# §604.415. Open meetings.


Every meeting and portion of a meeting of the Board shall be open to public observation unless the Board determines that such meeting or portion of a meeting will involve the discussion of matters which are within one or more of the exemptive provisions listed in [§ 604.420](/cfr/12/604.420.md) of this part, and that the public interest is not served by the discussion of such matters in an open meeting.
