# §252.1. Authority and purpose.

- (a) **Authority.** This part is issued by the Board of Governors of the Federal Reserve System (the Board) under sections [162](/cfr/12/162.md), [165](/cfr/12/165.md), [167](/cfr/12/167.md), and [168](/cfr/12/168.md) of Title I of the Dodd-Frank Wall Street Reform and Consumer Protection Act (the Dodd-Frank Act) (Pub. L. 111-203, 124 Stat. 1376, 1423-1432, 12 U.S.C. [5362](/usc/12/5362.md), [5365](/usc/12/5365.md), [5367](/usc/12/5367.md), and [5368](/usc/12/5368.md)); section 9 of the Federal Reserve Act ([12 U.S.C. 321-338a](/usc/12/321-338a.md)); section 5(b) of the Bank Holding Company Act ([12 U.S.C. 1844(b)](/usc/12/1844.md?p=b)); sections 8 and 39 of the Federal Deposit Insurance Act (12 U.S.C. [1818(b)](/usc/12/1818.md?p=b) and [1831p-1](/usc/12/1831p-1.md)); the International Banking Act ([12 U.S.C. 3101et](/usc/12/3101et.md) seq.); the Foreign Bank Supervision Enhancement Act ([12 U.S.C. 3101](/usc/12/3101.md) note); and 12 U.S.C. [3904](/usc/12/3904.md), [3906-3909](/usc/12/3906-3909.md), and [4808](/usc/12/4808.md).
- (b) **Purpose.** This part implements certain provisions of [section 165](/cfr/12/165.md) of the Dodd-Frank Act ([12 U.S.C. 5365](/usc/12/5365.md)), which require the Board to establish enhanced prudential standards for certain bank holding companies, foreign banking organizations, nonbank financial companies supervised by the Board, and certain other companies.
