# §1320.1. Authority and purpose.

- (a) **Authority.** This part is issued by the Financial Stability Oversight Council under sections [111](/cfr/12/111.md), [112](/cfr/12/112.md), [804](/cfr/12/804.md), [809](/cfr/12/809.md), and [810](/cfr/12/810.md) of the Dodd-Frank Wall Street Reform and Consumer Protection Act (“Dodd-Frank Act”) (12 U.S.C. [5321](/usc/12/5321.md), [5322](/usc/12/5322.md), [5463](/usc/12/5463.md), [5468](/usc/12/5468.md), and [5469](/usc/12/5469.md)).
- (b) **Purpose.** The purpose of this part is to set forth the standards and procedures governing the Council's designation of a financial market utility that the Council determines is, or is likely to become, systemically important.
