# §1073.102. Purpose.


The purpose of this part is to implement Federal statutes and regulatory standards authorizing the Bureau to collect debts owed to the United States. This part is intended to be consistent with the following Federal statutes and regulations:

- (1) DCIA at [31 U.S.C. 3711](/usc/31/3711.md) (collection and compromise of claims), [section 3716](/cfr/12/3716.md) (administrative offset), [section 3717](/cfr/12/3717.md) (interest and penalty on claims), and [section 3718](/cfr/12/3718.md) (contracts for collection services); [31 CFR part 285](/cfr/31/part285.md) (debt collection authorities under the DCIA)
- (2) [31 CFR chapter IX](/cfr/31/chIX.md) and parts [900](/cfr/12/part900.md) through [904](/cfr/12/part904.md) (FCCS);
- (3) 5 U.S.C. [5514](/usc/5/5514.md), [5](/usc/5/5.md) CFR [part 550](/cfr/12/part550.md), [subpart K](/cfr/12/subpartK.md) (salary offset);
- (4) [5 U.S.C. 5584](/usc/5/5584.md) (waiver of claims for overpayment);
- (5) 31 U.S.C. [3720D](/usc/31/3720D.md), [31](/usc/31/31.md) CFR 285.11 (administrative wage garnishment); and
- (6) 26 U.S.C. [6402(d)](/usc/26/6402.md?p=d), [31](/usc/26/31.md) U.S.C. 3720A, and [31 CFR 285.2](/cfr/31/285.2.md) (tax refund offset).
