# §9031.1. Scope.


This subchapter governs entitlement to and use of funds certified from the Presidential Primary Matching Payment Account under [26 U.S.C. 9031](/usc/26/9031.md) et seq. The definitions, restrictions, liabilities and obligations imposed by this subchapter are in addition to those imposed by [sections 30101-30145](/usc/52/30101-30145.md) of Title 52, United States Code, and regulations prescribed thereunder (11 CFR part [100](/cfr/11/part100.md) through [300](/cfr/11/part300.md)). Unless expressly stated to the contrary, this subchapter does not alter the effect of any definitions, restrictions, obligations and liabilities imposed by [sections 30101-30145](/usc/52/30101-30145.md) of Title 52, United States Code, or regulations prescribed thereunder (11 CFR parts [100](/cfr/11/part100.md) through [300](/cfr/11/part300.md)).
