# §19.2. Scope.

- (a) **The regulations in this part apply to—**
  - (1) All persons who receive, possess, use, or transfer material licensed by the NRC under the regulations in parts [30](/cfr/10/part30.md) through [36](/cfr/10/part36.md) or part [39](/cfr/10/part39.md), [40](/cfr/10/part40.md), 60, 61, 63, 70, or 72 of this chapter, including persons licensed to operate a production or utilization facility under part [50](/cfr/10/part50.md), [52](/cfr/10/part52.md), or 53 of this chapter, persons licensed to possess power reactor spent fuel in an independent spent fuel storage installation (ISFSI) under [part 72](/cfr/10/part72.md) of this chapter, and in accordance with [10 CFR 76.60](/cfr/10/76.60.md) to persons required to obtain a certificate of compliance or an approved compliance plan under [part 76](/cfr/10/part76.md) of this chapter;
  - (2) All applicants for and holders of licenses (including construction permits and early site permits) under parts [50](/cfr/10/part50.md), [52](/cfr/10/part52.md), 53, and 54 of this chapter;
  - (3) All applicants for and holders of a standard design approval under [subpart E of part 52](/cfr/10/part52-subpartE.md) or under [subpart H of part 53](/cfr/10/part53-subpartH.md) of this chapter; and
  - (4) All applicants for a standard design certification under [subpart B of part 52](/cfr/10/part52-subpartB.md) or under [subpart H of part 53](/cfr/10/part53-subpartH.md) of this chapter, and those (former) applicants whose designs have been certified under that subpart.
- (b) The regulations in this part regarding interviews of individuals under subpoena apply to all investigations and inspections within the jurisdiction of the NRC other than those involving NRC employees or NRC contractors. The regulations in this part do not apply to subpoenas issued under [10 CFR 2.702](/cfr/10/2.702.md).
