# §140.10. Scope.


This subpart applies to each person who is an applicant for or holder of a license issued under 10 CFR part [50](/cfr/10/part50.md), [53](/cfr/10/part53.md) or 54 to operate a nuclear reactor, or is the applicant for or holder of a combined license issued under 10 CFR part [52](/cfr/10/part52.md), [53](/cfr/10/part53.md), or 54, except licenses held by persons found by the Commission to be Federal agencies or nonprofit educational institutions licensed to conduct educational activities. This subpart also applies to persons licensed to possess and use plutonium in a plutonium processing and fuel fabrication plant.
