# §22.5. General requirements.


Each proposed rule required by [section 553](/usc/5/553.md) of title 5, United States Code, or any other statute, and any similar document voluntarily issued by an agency shall include a statement of—

- (a) The time, place, and nature of public rulemaking proceedings; and
- (b) **Reference to the authority under which the regulatory action is proposed.**
