## Sec. 123 Report on designation of Mexican cartels as foreign terrorist organizations

- (a) <ins>Report—</ins> <ins></ins>
  - (1) <ins>In general—</ins> <ins>Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on whether a Mexican drug cartel described in paragraph (2) meets the criteria for designation as a foreign terrorist organization.</ins>
  - (2) <ins>Mexican drug cartels described—</ins> <ins>The Mexican drug cartels described in this paragraph include the following:</ins>
    - (A) <ins>Jalisco New Generation Cartel.</ins>
    - (B) <ins>Sinaloa Cartel.</ins>
    - (C) <ins>Juarez Cartel.</ins>
    - (D) <ins>Tijuana Cartel.</ins>
    - (E) <ins>Gulf Cartel.</ins>
    - (F) <ins>Los Zetas.</ins>
    - (G) <ins>Las Moicas.</ins>
    - (H) <ins>Los Caballeros Templarios.</ins>
    - (I) <ins>Beltran-Leyva Organization.</ins>
    - (J) <ins>Los Rojos.</ins>
    - (K) <ins>La Familia Michoacana.</ins>
- <del>Not later than 60 days after the date of the enactment of this Act, Congress shall commission a report that contains the following:</del>
- (b) <ins>Definitions—</ins> <del>A national strategy to address Mexican drug cartels, and a determination regarding whether there should be a designation established to address such cartels.</del><ins>In this section:</ins>
  - (1) <ins>Appropriate congressional committees—</ins> <ins>The term “appropriate congressional committees” means—</ins>
    - (A) <ins>the Committee on Foreign Affairs, the Committee on Homeland Security, and the Committee on the Judiciary of the House of Representatives; and</ins>
    - (B) <ins>the Committee on Foreign Relations, the Committee on Homeland Security and Governmental Affairs, and the Committee on the Judiciary of the Senate.</ins>
  - (2) <ins>Foreign terrorist organization—</ins> <ins>The term “foreign terrorist organization” means an organization described in section 219 of the Immigration and Nationality Act (8 U.S.C. 1189).</ins>
- (c) <ins>Rule of construction—</ins> <del>Information relating </del><ins>Nothing in this section may be construed </ins>to <del>actions </del><ins>expand the eligibility for asylum of any alien </ins>by <del>such cartels that causes harm to </del><ins>reason of </ins>the <del>United States.</del><ins>designation of a drug cartel as a foreign terrorist organization.</ins>

## Sec. 815 Repealing regulations

- <del>It is the sense </del><ins>The rules relating to “Temporary Agricultural Employment </ins>of <del>Congress that </del><ins>H–2A Nonimmigrants </ins>in <del>implementing </del>the <del>E-Verify Program, </del><ins>United States” (87 Fed. Reg. 61660 (Oct. 12, 2022)) and to “Adverse Effect Wage Rate Methodology for </ins>the <del>Secretary </del><ins>Temporary Employment </ins>of <del>Homeland Security </del><ins>H–2A Nonimmigrants in Non-Range Occupations in the United States” (88 Fed. Reg. 12760 (Feb. 28, 2023)) </ins>shall <del>ensure any adverse impact on </del><ins>have no force or effect, may not be reissued in substantially </ins>the <del>Nation’s agricultural workforce, operations, </del><ins>same form, </ins>and <del>food security </del><ins>any new rules that </ins>are <del>considered and addressed.</del><ins>substantially the same as such rules may not be issued.</ins>

## Sec. 816 Repealing regulations — removed

- <del>The rules relating to “Temporary Agricultural Employment of H–2A Nonimmigrants in the United States” (87 Fed. Reg. 61660 (Oct. 12, 2022)) and to “Adverse Effect Wage Rate Methodology for the Temporary Employment of H–2A Nonimmigrants in Non-Range Occupations in the United States” (88 Fed. Reg. 12760 (Feb. 28, 2023)) shall have no force or effect, may not be reissued in substantially the same form, and any new rules that are substantially the same as such rules may not be issued.</del>
