## Sec. 3 Modifications of authority

- Section <del>701(b) </del><ins>701 </ins>of the Office of National Drug Control Policy Reauthorization Act of 2006 (21 U.S.C. <del>2001(b)) </del><ins>2001) </ins>is amended—
- (1) <ins>in subsection (b)—</ins>
  - (A) <ins>by amending paragraph (1) to read as follows:</ins>
    - <ins>“(1)</ins>
    - <ins>“(A) serve as the independent anti-doping organization for the amateur athletic competitions recognized by the United States Olympic and Paralympic Committee;</ins>
    - <ins>“(B) be responsible for certifying in advance any testing conducted by international organizations under the World Anti-Doping Code for international amateur athletes and athletic competitions occurring within the jurisdiction of the United States; and</ins>
    - <ins>“(C) be recognized worldwide as the independent national anti-doping organization for the United States;”</ins>
  - (B) [was (3)] in paragraph (4), by striking the period at the end and inserting “; and”; and
  - (C) [was (4)] by adding at the end the following:
    - <ins>“(5) promote a positive youth sport experience by using a portion of the funding of the United States Anti-Doping Agency to provide educational materials on sportsmanship, character building, and healthy performance for the athletes, parents, and coaches who participate in youth sports.”</ins>
- (2) <ins>by adding at the end the following:</ins>
  - <del>“(5) promote a positive youth sport experience </del><ins>“(c) Due process in arbitration proceedings—Any action taken </ins>by <del>using a portion of </del>the <del>funding </del><ins>United States Anti-Doping Agency to enforce a policy, procedure, or requirement </ins>of the United States Anti-Doping Agency <ins>against a person with respect </ins>to <del>provide educationalby providing educational materials on sportsmanship, character building, and healthy performance for the athletes, parents, and coaches who participate </del><ins>a violation of Federal law, including an investigation, a disciplinary action, a sanction, or any other administrative action, shall be carried out </ins>in <del>youth sports.”</del><ins>a manner that provides due process protection to the person.”</ins>

## Sec. 6 Report on capacity to implement equine anti-doping and medication control program — removed

- <del>Not later than 180 days after the date of the enactment of this Act, the United States Anti-Doping Agency shall submit to Congress a report that—</del>
- (1) <del>assesses the capacity of the United States Anti-Doping Agency to implement an equine anti-doping and medication control program; and</del>
- (2) <del>includes—</del>
  - (A) <del>recommendations with respect to best practices for design, resources, and any other consideration necessary for the successful implementation of such a program in the United States; and</del>
  - (B) <del>recommendations developed in consultation with the National Veterinary Services Laboratories with respect to the appropriate technical standards and best practices for such a program.</del>
